SUMMARY & BACKGROUND:
This legislation provides funding to be used to prevent, prepare for and respond to the coronavirus COVID-19. Specifically, this CDBG-CV funding will be used to assist homeowners with emergency mortgage assistance who have been impacted by COVID-19, as well as for the administration of said program. This special allocation was authorized by the Coronavirus Aid, Relief, and Economic Security Act (CARES Act); and this legislation authorizes the acceptance, deposit, appropriation and expenditure in the amount of $1,526,505 as well as the submission of the 2015-2019 Consolidated Plan Substantial Amendment and the 2019-2020 Annual Action Plan Substantial Amendment to be submitted to HUD on February 5th, 2021.

The financial impact of this Ordinance is the receipt of $1,526,505 from HUD to the City of Toledo for the administration of the CDBG-CV Program to prevent, prepare for and respond to COVID-19 activities; specifically, to provide emergency mortgage assistance to the residents in the Toledo community.

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the Mayor is authorized to submit the 2015-2019 Consolidated Plan Substantial Amendment and the 2019-2020 One-Year Action Plan Substantial Amendment; accept the 2019 Program Year CDBG-CV allocation from HUD in the amount of $1,526,505; deposit the amount received from HUD into Account Code 2...
