SUMMARY & BACKGROUND:
The City of Toledo Department of Housing and Community Development (DHCD) submitted an application and received an award from the U.S. Department of Housing and Urban Development Office of Lead Hazard Control and Healthy Homes for lead-based paint hazard control in residential properties. This program assists units of local government in undertaking comprehensive programs to identify and control lead-based paint hazards in eligible privately owned rental or owner-occupied housing.
The financial impact of this Ordinance is the receipt of $7,750,000 from HUD to the City of Toledo for the Department of Housing and Community Development to administer the Lead-Based Paint Hazard Control Program Grant to make homes lead safe. Schedule A shows the breakdown of funds.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a grant agreement and to accept and deposit a grant from the HUD Office of Healthy Homes and Lead Hazard Control in an amount not to exceed $7,000,000 into Account Code 2016-16200-5GL7014STDLBP for lead hazard control and $750,000 into Account Code 2016-16200-5GL7014STDLHH for a healthy homes supplemental received from HUD for the purpose of funding and implementing the Lead-Based Paint Hazard Control Program.
