SUMMARY & BACKGROUND:
The Division of Water Treatment contracted with Kokosing Industrial, Inc. to provide emergency repair work for the Carbon Dioxide System at the Division's Collins Park Water Treatment Plant. Work is to include exploratory non-destructive excavating and repair of uncovered piping and is to be completed on a time and material basis.

Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:

SECTION 1. That the Mayor is authorized to enter into a contract with Kokosing Industrial, Inc. for emergency repair services for Carbon Dioxide System at the Collins Park Water Treatment Plant upon terms and conditions approved by the Director of Public Utilities and the Director of Law.

SECTION 2. That the appropriation of $85,000 is authorized from the Water Replacement Fund to Account Code 6063-32000-4UC2626STDSTD and the expenditure of the same is authorized for emergency repairs to the Carbon Dioxide System at the Collins Park Water Treatment Plant.

SECTION 3. That this Council finds and determines it is in the best interest of the City to waive the competitive bidding provisions of TMC Chapter 187 for the reason that Kokosing Industrial, Inc., a local and experienced vendor who is already familiar with the repairs necessary, was already mobilized to the site on another project and was consequently immediately ready to proceed on a cost competitive basis.
