SUMMARY & BACKGROUND:
This Ordinance authorizes the total expenditure of no more than $130,000 from the Water Replacement Fund for the purchase of a meter test bench for the Meter Shop at the Division of Water Distribution. Residential, commercial and industrial water meters can become faulty and inaccurate. The Water Distribution division has a test bench that can test meters for accuracy, but it is over 30 years old. A new bench is needed for its ability to test larger capacity meters and more meters at a time. Also, the new automated testing bench will cut down testing time as the current bench requires manual testing.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the sum of $130,000 is authorized for expenditure from the Water Replacement Fund Account Code 6063-34000-4UC2023STDSTD for the purchase of a meter test bench.

SECTION 2. That the Mayor is authorized to accept bids and enter into a contract for the purchase of a meter test bench, upon terms and conditions acceptable to the Public Utilities Director and the Law Director.

SECTION 3. That the Finance Director is authorized to draw their warrant or warrants against the above referenced Account Code in payment of the obligation authorized in Section 1 in an amount not to exceed $130,000 upon presentation of proper voucher or vouchers.

SECTION 4. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, hea...
