Amending the Toledo Recovery Plan and Committing to Fund the Senior and Community Centers Renovations in Toledo, Ohio, and declaring an emergency.
Summary
SUMMARY & BACKGROUND:
WHEREAS, the Toledo Recovery Plan, created and passed in 2021, outlines the City's comprehensive spending strategy for its $180,948,591 in American Rescue Plan Act (ARPA) funds. All funds must be obligated no later than December 31, 2024 and expended by December 31, 2026; and
WHEREAS, the original Toledo Recovery Plan was developed after a community engagement process, which included a community survey and public meetings. The Toledo Recovery Plan has served as a guide to the City's work the past three years; and
WHEREAS, as we approach the obligation deadline at the end of 2024, there are necessary revisions to make to the Toledo Recovery Plan; and
WHEREAS, this Council, with the revised Toledo Recovery Plan passed today, commits to supporting the goals of our community and continuing to be a good partner to local organizations receiving funding support; and
WHEREAS, with the revised Toledo Recovery Plan funding and additional funding sources to close the gap, Toledo City Council commits to fully support the planned and expanded renovations of Toledo's senior and community centers; and
WHEREAS, in addition, Toledo City Council commits to support Metroparks Toledo in the repair of the seawall, recently acquired by Metroparks Toledo from the City of Toledo. This important infrastructure upgrade protects both our water and our residents who use the public space along the river daily; and
WHEREAS, Toledo City Council is grateful to the Federal Government for the investment in our community throughout the COVID-19 pandemic and its recovery. Now is the time to finalize and finish the plans set forth.
NOW THEREFORE, Be it resolved that:
