SUMMARY & BACKGROUND:
The Toledo-Lucas County Health District has received funds as a result of the settlement between BP Products North America Inc. and BP-Husky Refining LLC. and the United States for supplemental environmental projects with the purpose of reducing children's exposure to lead-based paint hazards in the amount of $1,200,000. The Toledo-Lucas County Health District has requested the City of Toledo Department of Neighborhoods Housing Division assist with the lead-based paint remediation of at least forty (40) "Child-Occupied Facilities" as defined by 40 CFR ? 745.83 by no later than March 25, 2023 unless such deadline is extended provided for in Paragraph 50 of the Consent Decree. The Department of Neighborhoods has the trained, lead-certified staff to determine the presence of lead hazards in homes and undertake the rehabilitation requirements to remediate any lead-based paint concerns discovered under the auspices of and as required by the project.
This Ordinance authorizes an agreement between the City of Toledo and the Toledo-Lucas County Health District for programming and activities that will benefit Toledo families in reducing the risk of lead-based paint poisoning, abating the lead contaminants in homes with young children and/or pregnant women, and improving the overall condition of Toledo's housing stock.
