SUMMARY & BACKGROUND:
This Ordinance authorizes the Mayor to enter into an agreement for a consolidation and feasibility study for the Toledo Police Department. The study is intended to assess the feasibility and potential benefits of centralizing police operations to enhance efficiency and effectiveness. The Police Department sought competitive proposals for this study and is recommending award to the lowest and best respondent The Collaborative.

Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:

SECTION 1. That the Mayor is authorized to enter into an agreement for a consolidation and feasibility study for the Toledo Police Department, upon terms and conditions acceptable to the Director of Police and the Director of Law.

SECTION 2. That the amount not to exceed $62,000 is authorized for expenditure from the General Fund Account Code 1001-52000-3381002STDSTD for the consolidation and feasibility study.

SECTION 3. That the Finance Director is authorized to draw warrant or warrants against the above referenced Account Code in payment of the obligation authorized in Section 2 in an amount not to exceed $62,000 and upon presentation of proper voucher or vouchers.

SECTION 4. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property and for the further reason that this Ordinance must be immediately effective in order to timely complete the study for the Toledo Police Department.
