SUMMARY & BACKGROUND:
An existing storm sewer, which runs between two homes on Chatham Valley has collapsed causing a sinkhole and a danger to the public. The Division of Sewer and Drainage Services initially secured the site and asked the appointed emergency contractor to repair the site. Due to the proximity of the houses and the depth of the excavation, said contractor determined that repairs were beyond their capability and the Division of Engineering Services was called in to work with a contractor to make the repairs. Hanks Plumbing and Heating was hired to perform the sewer work. Sufficient funds are available within the Storm Water Utility Improvement Fund to pay for this emergency storm repair.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That an amount not to exceed $145,336 is appropriated from the unappropriated balance of the Storm Water Utility Improvement Fund into account code 607B-35000-4UC2119STDSTD and expenditure of the same is authorized for the emergency repair of a storm sewer outfall on Chatham Valley.
SECTION 2. That this Council finds it in the best interest of the City to waive the competitive procurement provisions of TMC Chapter 187 for the reason that emergency repairs are needed to maintain uninterrupted utility services and for the further reason that the repair cost has been deemed reasonable by the Director of Public Utilities.
