SUMMARY & BACKGROUND:
This Ordinance authorizes the expenditure of $40,743 for the purchase of a replacement Cold Vapor Mercury Analyzer System at Environmental Services. This critical and essential expenditure will replace equipment that is seventeen (17) years old. In addition, this mercury analyzer is essential and critical to complying with the Ohio EPA National Pollutant Discharge Elimination Systems (NPDES) permit for the federal, state and local regulations for the Pretreatment program and MS4. One formal bid was received from Perkin Elmer, U.S., LLC. Perkin Elmer, U.S., LLC has been selected and has met the criteria according to the guidelines of the TMC Chapter 187. Sufficient funds have been provided in the DPU CIP replacement plans for Sewer, Water and Stormwater.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the Mayor is authorized to enter into a purchase agreement for the purchase of one cold vapor mercury analyzer system, upon terms and conditions acceptable to the Director of Public Utilities and the Director of Law.

SECTION 2. That the expenditure of an amount not to exceed $40,743 is authorized from the Account Codes below for the purchase of a cold vapor mercury analyzer system.
