SUMMARY & BACKGROUND:
The City of Toledo, Department of Public Service, Division of Solid Waste operates under both state and federal regulations related to landfill operations. Effectively capturing and managing landfill gas are key elements of the City's municipal solid waste operations. Regular improvements to a Gas Collection and Control System (GCCS) are an essential part of maintaining compliance and mitigating emissions of potent greenhouse gases, including methane and carbon dioxide.
Observing and documenting the construction of GCCS components is Construction Quality Assurance (CQA). CQA requires specialized experience and expertise. CQA is not only a necessary engineering effort to ensure project quality, it is also required by regulations promulgated by the Ohio Environmental Protection Agency (OEPA). Contractor schedules and regulatory considerations can influence the extent of CQA on any given construction project. The Department of Public Service, Solid Waste Division requested CQA services from SCS Engineers for 2024-2025 GCCS construction activities. SCS Engineering has the specific project experience and the requisite specialty expertise to ensure the Solid Waste Division meets the appropriate construction quality objectives and OEPA regulatory requirements.
