Title
Authorizing the Mayor to enter into a grant agreement with the Toledo Mud Hens Baseball Club, Inc. for improvements necessary to support the Hensville Festival Street Project on St. Clair Street, between Monroe Street and Washington Street; authorizing the appropriation and expenditure of an amount not to exceed $50,000 from the City Center Tax Increment Financing Municipal Fund; and declaring an emergency.

SUMMARY & BACKGROUND:
In 2016, the Toledo Mud Hens opened the Hensville Entertainment District which transformed historic buildings on St. Clair Street near Fifth Third Field into a vibrant entertainment district featuring restaurants, event spaces, offices, rooftop patios, and Hensville Park. Given the success of the project, the Mud Hens is seeking to enhance the district by transforming St. Clair Street into a festival street that can be used by fans for pre- and post-game activities.
In order for the Mud Hens to construct the proposed gateways at the entrances to the St. Clair Festival Street, infrastructure improvements are needed at the St. Clair and Monroe Street intersection.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a grant agreement with the Toledo Mud Hens Baseball Club, Inc. related to roadway improvements on St. Clair Street, between Monroe Street and Washington Street, upon such terms and conditions shall be approved by the Director of Economic Development, Director of Transportation and the Director of Law.
SECTION 2. That the amount of $50,000 is appropriated from the unappropriated balance of the City Center Tax Increment Financing Municipal Fund to Account Code 5035-16400-5661001STDSTD, and the expenditure of the same is authorized for reimbursement of eligible expenses associated with infrastructure improvement...
