Authorizing the mayor to enter into a grant agreement with the Great Lakes Commission, in coordination with the National Oceanic and Atmospheric Administration and to accept and deposit grant proceeds into the Operation Grant Fund in an amount not to exceed $992,448 to fund the construction and implementation phase of the Restoration of the Ottawa River in Jermain Park Project; authorizing the appropriation and expenditure of said grant proceeds; authorizing the Mayor to execute necessary agreements in connection with the grant; authorizing the Mayor to accept bids and execute necessary contracts to administer the grant; and declaring an emergency.

SUMMARY & BACKGROUND:
Ordinances 256-22 and 215-23 previously authorized the acceptance of Great Lakes Commission Grant Number GLC-3871, which funded the engineering and design phase of the Restoration of the Ottawa River in Jermain Park Project. The City of Toledo has now been awarded funding and invited to enter into a new subrecipient agreement with the Great Lakes Commission for the construction and implementation phase. This Project is being initiated with funding from the U.S. Department of Commerce - National Oceanic and Atmospheric Administration through its Cooperative Agreement with the Commission U.S. Department of Commerce Award #NA23NMF4630030, entitled "Regional Partnership to Restore Fish Habitat in Great Lakes Areas of Concern. No match is required for the additional funds.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a grant agreement with the Great Lakes Commission, in coordination with the National Oceanic and Atmospheric Administration for the Restoration of the Ottawa River in Jermain Park Project upon terms and conditions acceptable to the Director of Public Utilities and the Director of Law.
