SUMMARY & BACKGROUND:
This Ordinance proposes expenditure of funds from the Division of Solid Waste's Trust Fund for repair, rehabilitation and/or replacement of Leachate and Gas Collection and Control System (LGCCS) components at the Hoffman Road Landfill (Landfill). The Landfill is subject to both state and federal regulatory compliance requirements for operations and maintenance of the LGCCS. Recent data from required routine monitoring of the system show increased liquids and diminished landfill gas collection effectiveness, resulting in an increased frequency of system performance failures and the potential to impact state and federal regulatory compliance.
Proposed work activities include the necessary design, construction and quality assurance services to prioritize LGCCS deficiencies to mitigate future compliance risks and improve LGCCS operational effectiveness.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That an amount not to exceed $360,000 is authorized for expenditure from the Solid Waste Trust Fund, Account Code 2090-24500-6T23201STDSTD for the purpose of repair, rehabilitation and/or replacement of GCCS components at the Hoffman Road Landfill.
SECTION 2. That the Mayor is authorized to accept bids, award contracts and supplement existing contract(s) for the purposes specified in Section 1, upon terms and conditions as approved by the Director of Law and the Director of Public Service.
