SUMMARY & BACKGROUND:
This Certified Local Government (CLG) grant for $25,000 from the Ohio History Connection, which has no match requirement, will fund a consultant to develop design guidelines for the Old West End Historic District (OWEHD). The OWEHD currently lacks a clear and consistent framework for the application of federal and state preservation guidelines in the locally specific context of the neighborhood. In the absence of style guidelines, the OWEHDC relies on a combination of precedent, case-by-case research, and discussion at public meetings to make decisions about CoA applications. This process is time-consuming and cumbersome for applicants and OWEHDC reviewers alike and can result in increased costs for property owners.

This project will address these challenges by developing and publishing a clear, consistent, and precise style guidelines document. A consultant, identified through competitive bidding and meeting all relevant federal professional qualification requirements, will develop a draft document, solicit public input, and revise the draft in coordination with the State Historic Preservation Office. The final document will be submitted to Toledo City Council for adoption and made available to the public as an educational resource.
