SUMMARY & BACKGROUND:
The Collins Park Water Treatment Plant has an Emergency Gas Scrubber system that consists of two 12'vessels each containing a bed of chlorine adsorbent media. This media remains available for adsorption until the event of an emergency chlorine gas release. When this occurs the chlorine gas can be evacuated from the affected area passed through the bed of adsorbent media. The adsorbent media reacts with the chlorine to produce a harmless byproduct which can be disposed of as a non-hazardous solid waste. Over time this media bed will become exhausted and need to be disposed of and replaced. It is the intent of this ordinance to expend up to $200,000 from the Water Replacement Fund for the removal/disposal of the existing media bed and the installation of new adsorbent media.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the appropriation of $200,000 is authorized from the Water Replacement Fund Account 6063-32000-4UC1425STDSTD and the expenditure of the same is authorized for the Emergency Gas Scrubber Media Changeout.
SECTION 2. That the Mayor is authorized to accept bids and award contracts for the purposes identified in Section 1 upon such terms and conditions acceptable to the Director of Public Utilities and the Director of Law.
SECTION 3. That the Finance Director is authorized to issue their warrant or warrants against the Account Code listed in Section 1 in an amount not to exceed $200,000 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.
