SUMMARY & BACKGROUND:
The City of Toledo operates six (6) lagoons that serve the Collins Park Water Treatment Plant (CP WTP). These lagoons accept process water from the CP WTP and provide separation of solids before suitably clarified water is discharged from the lagoons to Otter Creek per Ohio EPA National Pollutant Discharge Elimination System (NPDES) permits. The lagoon outfall structures have historically been operated and adjusted using wooden stop logs, however, this has resulted in several unpermitted discharges and unpermitted leaks. As a result, the CP WTP staff is requesting to upgrade the lagoon stop logs to more reliable engineered and sealed aluminum stop logs and corresponding stainless-steel grooves.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the appropriation of an amount not to exceed $190,000 is authorized from the Water Replacement Fund to Account Code 6063-32000-4UC2425STDSTD and the expenditure of the same is authorized for the replacement of the Lagoon Stop Logs.
SECTION 2. That the Mayor is authorized to accept bids and execute all necessary agreements for the replacement of the Lagoon Stop Logs, upon terms and conditions acceptable to the Director of Public Utilities and the Director of Law.
SECTION 3. That the Director of Finance is authorized to issue their warrant or warrants against the Account Code listed in Section 1 in the amounts not to exceed $190,000 in payment of the above-authorized obligations upon presentation of the proper voucher or vouc...
