SUMMARY & BACKGROUND:
This Council recognizes the importance of maintaining city roads and infrastructure. The road maintenance costs have continued to increase, and the backlog of necessary road improvements continues to grow. With limited funding available, additional revenue is needed. Under the Permissive Motor Vehicle License Tax (O.R.C. 4504.173), municipalities may add a $5.00 license fee to all license plate fees. This fee would be specifically used to pay for the costs associated with roadway and highway projects and maintenance within the City of Toledo. To take effect beginning in 2027, this ordinance must be approved by May 26, 2026, to allow the required 30-day waiting period before the July 1, 2026 deadline.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That pursuant to Ohio Revised Code (O.R.C.) Section 4504.173, an annual license fee is levied upon the operation of motor vehicles on the public roads and highways at the rate of five dollars and zero cents ($5.00) per motor vehicle on all motor vehicles, the owners of which reside in the registration district known as the City of Toledo, Lucas County, Ohio.
SECTION 2. That the intent of the Ordinance is to levy the full tax permissible to the City to annually levy under O.R.C. 4504.173, and that all revenue realized from the tax levied pursuant to this Ordinance shall only be used to meet and pay costs and expenses associated with the projects, purchases, and purposes listed in O.R.C. 4504.173, and as such statute and list included therein may, from time to time, be amended, supplemen...
