SUMMARY & BACKGROUND:
The Collins Park Water Treatment Plant Bacteria Lab has an Autoclave that was purchased in 2003. The unit is having frequent mechanical issues and it has become harder for the manufacturer, Getinge, to obtain parts for repairs. Many parts have extended lead times for availability or are no longer available at all. This unit has exceeded the manufacturer's recommended service life and can no longer be reliably maintained; it requires replacement.
An autoclave is a high-pressure steam sterilizer. It uses high pressure and steam to sterilize glassware and some bacterial reagents and part of the analysis process for weekly phosphate tests. It is also used for decontaminating used bacteria tests prior to disposal.
The autoclave is a mandatory piece of equipment for all Ohio EPA certified water laboratories.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to accept bids and execute the necessary contract(s), for the Bacteria Laboratory Autoclave Replacement upon such terms and conditions as shall be approved by the Director of Public Utilities and the Director of Law.
SECTION 2. That the appropriation of $100,000 is authorized from the Water Replacement Fund to Account 6063-32000-4UC0626STDSTD and the expenditure of the same is authorized for the Bacteria Lab Autoclave Replacement.
