SUMMARY & BACKGROUND:
The City of Toledo's agreement with Anthem Blue Cross Blue Shield for the provision of stop loss insurance services expires June 4, 2026, and the Department of Human Resources, through its benefit consultant Hylant, recently solicited and reviewed informal proposals for these services for the next contract term. That review confirmed that retaining Anthem for another contract term of one year was the lowest and best option. It is estimated the cost of this coverage will be approximately $1,378,000 for a one (1) year period.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a one-year agreement with Anthem Blue Cross and Blue Shield to provide stop loss insurance services upon terms and conditions deemed proper and requisite according to the Director of Law and Director of Human Resources.
SECTION 2. That the expenditure of funds is authorized from the Healthcare Internal Service Fund Account Code 7083-17100-1156001STDSTD for the purpose authorized in Section 1.
SECTION 3. That the Director of Finance is authorized to draw warrant or warrants against the Account Code in Section 2 in payment of the above-authorized obligations upon presentation of proper voucher or vouchers.
SECTION 4. That this Council finds and determines it is in the best interest of the City to waive the formal competitive bidding requirements of TMC Chapter 187 for the reason that Anthem Blue Cross and Blue Shield is providing these serv...
