SUMMARY & BACKGROUND:
This Ordinance authorizes the issuance and sale of $1,960,000 of notes in anticipation of the issuance of bonds that the City plans to sell in September 2023. The amount received from the sale of the notes authorized by this Ordinance will be used, together with other funds, to retire the City's outstanding $1,170,000 Sidewalk Improvement Notes, Series 2022, maturing on October 13, 2023, and to provide funding for portions of the City's 2023 Sidewalk Program. With the issuance of the notes authorized by this Ordinance and the retirement of the Series 2022 Notes, the City's outstanding debt will be increased by $790,000. This additional amount will affect debt limits.

Pursuant to Ordinance No. 354-22, passed by this Council on August 16, 2022, the City issued its $1,170,000 Sidewalk Improvement Notes, Series 2022, dated October 13, 2022 (the Outstanding Notes), for the purpose described in Section 1, which Outstanding Notes mature on October 13, 2023.

This Council finds and determines that the City should retire the Outstanding Notes with the proceeds of the Notes described in Section 3 and other funds available to the City and provide an additional $1,200,000 for costs of the City's 2023 Sidewalk Program.

The Director of Finance, as fiscal officer of the City, has certified to this Council that the estimated life or period of usefulness of the improvement described in Section 1 is at least five years, the estimated maximum maturity of the Bonds described in Section 1 is 20 years, less the period in exce...
