SUMMARY & BACKGROUND:
This Ordinance authorizes the City of Toledo to partner with the United Way of Greater Toledo to serve as the fiscal agent for the Young Leaders Collective. Services include: (1) receiving, depositing, and acknowledging funds received; (2) ensuring funds are disbursed once approved by authorized fund representatives based on an established approval process; (3) fiscal agent accounting controls; (4) and reporting on funds received, expended, and how the funds have been used.

MONSE collaborates with stakeholders to address the root causes of gun violence in Toledo neighborhoods and networks through a public health approach. To support these efforts, MONSE worked alongside community stakeholders to develop a comprehensive plan for long-term community safety, Peace in Motion (see ordinance O-165-25). The plan's recommendations include developing a youth fellowship program, providing peer support, identifying safe havens/hubs, addressing social media conflicts, and supporting youth-led community projects.
This ordinance bolsters these efforts with support from Cities United and seed funding from the Lucas County Family and Child First Council (LCFCFC) (see ordinance O-136-25). The funding will sustain leadership development activities, provide stipends, and support youth-led community projects aimed at reducing community violence.
