SUMMARY & BACKGROUND:
The Collins Park Water Treatment Plant Laboratory has determined that monitoring organic carbon levels is an extremely effective tool for optimizing treatment during periods of poor raw water quality. In addition, tracking organic carbon significantly enhances ozone process control and overall treatment performance.
To support this objective, the installation of four in-line UV254 analyzers is necessary. These meters will continuously monitor organic carbon levels at key process locations: raw water, settled water, post-ozone, and finished (tap) water. Continuous monitoring at these points will provide real-time data to improve operational decision-making, strengthen process control, and maintain consistent water quality.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:

SECTION 1. That the appropriation of $145,000 is authorized from the Water Replacement Fund to Account Code 6063-32000-4UC0826STDSTD and the expenditure of the same is authorized for the acquisition of Four UV254 Meters.

SECTION 2. That the Mayor is authorized to accept bids and award contract(s), for the acquisition of Four UV254 Meters upon such terms and conditions as shall be approved by the Director of Public Utilities and the Director of Law.

SECTION 3. That the Finance Director is authorized to issue their warrant or warrants against the Account Code listed in Section 1 in an amount not to exceed $145,000 in payment of the above-authorized obligations upon presentation of the proper voucher or vouchers.
