SUMMARY & BACKGROUND:
This legislation authorizes the disappropriation of $3,280,885.48 and re-appropriation and expenditure of $3,280,885.48 from the unappropriated balance of the Community Development Block Grant Fund to provide the necessary funding for the new development of the Wayman Palmer YMCA, park improvements and demolition of the Park Hotel.

The financial impact of this Ordinance is the assistance with neighborhood development for the new Wayman Palmer YMCA, park improvements and the demolition of the Park Hotel in low-to- moderate income areas in the City of Toledo.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That previously appropriated but unexpended CDBG funds from the Community Development Block Grant (CDBG) Fund, totaling $3,280,885.48 are authorized to be disappropriated from the CDBG Fund and be re-appropriated per Schedule A, attached hereto and made a part herein in its entirety.

SECTION 2. That the expenditure of an amount not to exceed $3,280,885.48 is authorized from the CDBG Fund per Schedule A; attached hereto and made a part herein in its entirety.

SECTION 3. That the Mayor is authorized to enter into any necessary agreements for the purposes listed in Schedule A subject to the terms and conditions deemed proper and requisite according to the Director of Law and the Director of Housing and Community Development.
