SUMMARY & BACKGROUND:
This ordinance authorizes the purchase and waiving of the competitive bid process for Flock Safety Automatic License Plate Readers. Flock Safety's patented Vehicle Fingerprint(tm) technology is the sole source justification. The patented technology enables searches by vehicle make, color, type, license plate, state of the license plate, missing plate, covered plate, paper plate, and unique vehicle details like roof racks, bumper stickers, etc.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a two-year contract with Flock Safety for the purchase of automatic license plate readers, upon terms and conditions acceptable to the Director of Police and the Director of Law.
SECTION 2. That subject to annual appropriation, $14,000 is authorized from the unappropriated balance of the Law Enforcement Trust Fund to Account Code 2090-52000-3T32302STDTRE, and the expenditure of same is authorized for automatic license plate readers.

SECTION 3. That this Council finds and determines it is in the best interest of the City to waive the competitive bidding requirements of Toledo Municipal Code Chapter 187 for the reason that Flock Safety is the sole source for their patented Vehicle Fingerprint(tm) technology, and the City's continued use of this technology considering the City's investment to-date.
