Authorizing the appropriation and expenditure of $105,000 from the Water Replacement Fund for one in-line Total Organic Carbon (TOC) Meter and one benchtop TOC meter with autosampler; authorizing the Mayor to accept bids and award contracts for two TOC Meters; and declaring an emergency.

Body

The Collins Park Water Treatment Plant Lab has found that tracking the Total Organic Carbon (TOC) content to be an extremely useful means for improving treatment during times of poor water conditions. The benchtop TOC meter in the laboratory will allow staff to perform Ohio EPA mandatory analyses and track organic carbon content throughout various parts of the treatment process. The data from both meters will allow the water treatment staff to respond more quickly to water quality changes, ensuring the continuous delivery of high-quality drinking water is maintained.
