SUMMARY & BACKGROUND:
The Division of Road and Bridge Maintenance is requesting the authorization to expend an amount not to exceed $4,600,000 from the Capital Improvement Fund for the Bridge Matches and Planning Program. This funding will be used to provide match dollars for state and federal grants and loans. The appropriation for this funding was authorized through Ord. 126-26 as part of the 2026 Capital Improvement Plan.

The Matches and Planning program provides funding that is needed to supply match dollars for outside grants and loans the division has anticipated and secured, as well as to plan for future larger scale projects with required design, testing, right-of-way, and environmental work.

This year's program includes, but are not limited to, the Kuhlman Bridge over Norfolk Southern Railroad and the Andersons property, Berdan Bridge over Ottawa River, Summit and Miami Street Embankments, Laskey Bridge over Shantee Creek, the Roadway Departure Safety Project, and Benore Bridge over Grand Trunk Railroad projects.

Authorizing the expenditure of these funds now will allow for timely bidding for design and construction to ensure all projects are completed in a balanced, efficient fashion. It also allows for the processing of agreements needed to accept the outside grant dollars before funding agency deadlines.
