SUMMARY & BACKGROUND:
Lucas County will be installing a 12-inch watermain on Frankfort between Nebraska and Crissey and a 16-inch watermain on Crissey between Angola and Hill in the County to loop the watermains and eliminate dead ends. The County operates and maintains the water system throughout its service area with the City of Toledo as the operator of record for the water distribution system throughout Lucas County.

Lucas County will administer the design and construction of the project with County and OPWC grant funds paying for all of the construction scheduled for 2024.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the Mayor is authorized to enter into and execute cooperative agreements between the City of Toledo and Lucas County for watermain improvements on Frankfort between Nebraska and Crissy and Crissey between Angola and Hill.

SECTION 2. That the City of Toledo gives consent to and shall cooperate with Lucas County, in connection with the above project as follows:

1. The County agrees to be the lead agency for the construction plans, specifications, design phase, bidding phase, and construction phase of the project.
2. The County will obtain any necessary right of way and easements that may be required.
3. The County will advertise for bids and administer the construction contract including inspection and testing.
4. The County will pay for 100% of any construction or extra work items that are not eligible for State funding.
