SUMMARY & BACKGROUND:
The Bay View Water Reclamation Plant (Plant) has four anaerobic digesters in service. The temperature of the sludge inside the anaerobic digesters must be kept around 95 F for proper operation. Each digester is served by a heat exchanger that is used to transfer heat from the circulating hot water to the circulating digester sludge. Maintaining proper temperatures is imperative for the biological breakdown of solids and for the production of methane gas. Two out of four heat exchangers were replaced three years ago with funds approved under Ordinance No. 255-22. The other two heat exchangers are over 35 years of age and have been breaking down resulting in lower operating temperatures in the corresponding digesters. It is now necessary to replace the two old heat exchangers. A proper operation of the digester system is crucial for sludge digestion and is required by the Plant's National Pollutant Discharge Elimination System (NPDES) discharge permit. The Division of Water Reclamation (Division) will prepare a Request for Proposals (RFP) and advertise for the replacement of the two old heat exchangers. The Division intends to use the remaining funds from Ordinance No. 255-22, but will need an additional amount of $100,000 to complete the project.
