Authorizing the mayor to enter into a three (3) year contract with KorTerra, Inc. for the management of software integrated into the City's Cartography and Geographic Information Science (CAGIS) system; authorizing the annual expenditure of an amount not to exceed $12,000 from the Water Operating fund; waiving the competitive bidding provisions of the TMC Chapter 187; making certain findings with respect thereto; and declaring an emergency.

The software integrates with the City's own mapping software and delineates service lines. It ensures that field service workers are accessing and working on their own Division's lines by mapping exactly where work is to be completed. This prevents damage to utility and other underground lines.
