Authorizing the mayor to enter into a contract with Frost Solutions for an annual 12-month subscription for up to five (5) years; authorizing the expenditure of an amount not to exceed $25,000 each year from the Special Assessment Service Fund; waiving the competitive bidding requirements of TMC 187; and declaring an emergency.

SUMMARY & BACKGROUND:
The Division of Road & Bridge Maintenance is requesting authorization to expend an amount not to exceed $25,000 from the Special Assessment Services Fund to Frost Solutions for the annual subscription of their Mini RWIS weather stations. Frost Solutions Mini RWIS are non-invasive solar and battery-powered, infrared and camera mini weather stations that can be mounted to any existing pole. These weather stations can be mounted and programmed in under 30 minutes when each is deployed. Frost Solutions will maintain ownership of the hardware unit and the Division of Road & Bridge Maintenance will purchase a subscription for access to a web application, service, and support. Frost Solutions will also be responsible for replacing any damaged or non-working units at their cost. These weather stations are capable of reading pavement temperature, air temperature, dew point, wind speed and direction and have a camera system attached to take live photos to show roadway conditions.
The Division of Road and Bridge Maintenance intends to start with ten (10) Frost Solutions Mini Weather Stations that will be deployed throughout the city of Toledo targeting some main bridges such as the High Level and MLK Jr. bridge. They will also be placed on high-traffic streets throughout the city.
