SUMMARY & BACKGROUND:
The Chester J. Zablocki Center ("Center"), located at 3031 Lagrange Street in the heart of Toledo's historic Polish Village, has been a cornerstone of community activities since its establishment in 1978. Named in honor of Chester J. Zablocki, a prominent figure in the local Polish-American community, the Center was founded to provide a dedicated space for older adults to access essential services, engage in social activities, and foster community connections. Today, the Center presents an opportunity to support a broader demographic. This study will identify how the Center can evolve to meet wider community needs, the programs required to do so, staffing needs and operational adjustments necessary to support these changes. This study should also identify local entities that can partner with the City of Toledo by providing resources and services inside the Center.
The purpose of this Ordinance is to authorize the expenditure of $150,000 from the General Fund for a community needs assessment, feasibility study and related activities for the repositioning of the Center. Funding for the Center repositioning was appropriated in the approved 2025 Budget (O-032-25).
