SUMMARY AND BACKGROUND:
On March 21, 2025, pursuant to Ohio Revised Code Section 1710.06(7)(B), Toledo City Council and the Office of the Mayor received from the Downtown Toledo Improvement District, Inc. a proposed five-year renewal plan to commence January 1, 2026. This Resolution is the initial legislative step to preliminarily approve the Plan conditioned upon Council’s receipt of the Plan accompanied by a petition having the requisite minimum number of signatures required by law which will allow formal plan approval and the levy of an assessment necessary to fund the plan.
Summary
NOW THEREFORE Be it resolved by the Council of the City of Toledo:
SECTION 1. That the Council of the City of Toledo declares its intent to approve the Downtown Toledo Improvement District renewal plan commencing January 1, 2026 as received on March 21, 2025.
SECTION 2. That this Resolution is declared to be an emergency measure and shall be in force and effect from and after its adoption period. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of public peace, health, safety, and property and for further reason that this Resolution must be immediately effective in order to maintain, improve, and build the downtown area of the City of Toledo as a viable business, cultural, residential, and recreational community.
