The seeding mixture for residential and other areas shall be as follows:
Turf Type Ryegrass - Premium,
Provost, Top Gun II or Accent II 5 lbs/1000 SF (50%) Creeping Red Fescue 3 lbs/1000 SF (30%) Kentucky Bluegrass 2 lbs/1000 SF (20%)
On all projects the cost of topsoil and seeding is not bid as a separate item in the project but is instead part of the price of the completed job. For instance, if it is sidewalk replacement, seed and topsoil along with the concrete and labor would be priced together.
Below is how that item is listed in our bids:
Cost for lawn restoration work shall be included in the appropriate bid items (i.e. Concrete Curb, Concrete Walk, Pedestrian Curb Ramps, Catch Basin Adjustment/Reconstruction, etc.), and shall include the following: 4" topsoil for a distance 2' from the back of curb; seeding and mulching for a distance 4' from the back of curb.
Assessments for the last four (4) years:
There was no sidewalk program in 2025. The last program prior to this year was done in 2023.
The costs for the 2023 program totaled $2,310,213.03. Here's the breakdown:
* $548,848.11 - CIP
o Original budget of $750,000
* $1,245,514.92 - Special Assessment Fund
o Original budget of $2,000,000
* $515,850.00 - Tree Assessment Fund
o Original budget is $1,376,502 but this includes other programs besides the sidewalk program
The 2026 program is currently underway and contracted for $3,211,096.50 which breaks down as follows:
* $1,222,300.30 - Tree Assessment Fund
o The budget for this line item is $2,747,000 but that includes other programs besides the sidewalk program
* $1,502,263.70 - Special Assessment Fund
