Declaring the intent of the City of Toledo to waive admission fees to all City-Owned public swimming pools during declared heat emergencies; and declaring an emergency.
Summary
WHEREAS, extreme heat events pose a significant risk to the health and safety of residents of the City of Toledo, particularly children, seniors, and residents without access to air conditioning; and
WHEREAS, public cooling resources are essential during periods of excessive heat and can reduce heat-related illness, hospitalization, and death; and
WHEREAS, climate trends have resulted in more frequent and more severe heat events that disproportionately impact low-income neighborhoods and communities already facing public health inequities; and
WHEREAS, the City of Toledo operates public swimming pools that provide safe recreational and cooling opportunities to residents during the summer months; and
WHEREAS, admission fees, though modest, may present a barrier to access for many residents during heat emergencies; and
WHEREAS, it is in the best interest of the residents of Toledo to ensure that all persons have equitable access to safe cooling spaces during periods of dangerous heat.
NOW THEREFORE, Be it resolved that:
SECTION 1: That whenever a Heat Advisory, Extreme Heat Warning, or comparable heat emergency declaration is issued for Lucas County by the National Weather Service, all City-owned public swimming pools shall waive admission fees for the duration of the advisory or warning.
SECTION 2: That this resolution shall take effect and be in force from and after the earliest period allowed by law.
