SUMMARY & BACKGROUND:
The city operates four pumps that draw water from Lake Erie at the Low Service Pumping Station, each with a capacity of 50 million gallons per day. Raw Water Pump #2 was experiencing an electronic fault, reducing our ability to meet the Ohio EPA's required redundant capacity. Due to the complexity of the fault and the specialized components required for the repair, the work exceeded the certification level of the division's skilled trades. As a result, Rockwell Automation, the original manufacture of the pump was contacted to perform the repairs.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a contract with Rockwell Automation for emergency repair services for Raw Water Pump #2 at the Low Service Pumping Station, upon terms and conditions approved by the Director of Public Utilities and the Director of Law.
SECTION 2. That the expenditure of an amount not to exceed $28,300 from the Water Operating Fund is authorized from Account Code 6060-32000-4000505STDSTD for emergency repair services to Raw Water Pump #2 at the Low Service Pumping Station.
SECTION 3. That Council finds and determines that it is in the best interest of the City to waive the competitive bidding provision of TMC Chapter 187 for the reason that Rockwell Automation is the original manufacture of the pump and was immediately ready and proceeded with repairs which avoided service interruption or detriment to the public servic...
