SUMMARY & BACKGROUND:
Operating expenses associated with the city's fleet are continuing to rise as our fleet ages. With limited capital funds, the city is pursuing a fleet management lease option for replacing our fleet. Enterprise Fleet Management has been awarded the fleet management Sourcewell contract. Enterprise Fleet Management offers a municipal lease that will allow the city to replace a larger portion of our aging fleet with similar or less capital expenses. Enterprise will assist the city in establishing the most cost effective lifecycles and offer flexibility of ownership. The program will improve the safety and reliability of our fleet and offers the potential to reduce operating expenses. The Division of Fleet will start a trial program with Enterprise for vehicle replacement in the Division of Engineering and Division of Transportation using $140,000 of previously approved funds. Ordinance 478-18 authorized the expenditure of $50,000 for the purchase of supervisor vehicles for the Division of Transportation, while Ordinance 184-18 authorized the expenditure of $60,000 from the Water Replacement Fund, $19,800 from the Storm Water Utility Operating Fund, and $10,200 from the Storm Water Utility Replacement Fund for purchase of vehicles and equipment. This legislation is authorizing the Division of Fleet to use the appropriated funds from various funds for the trial lease program of new vehicles and equipment for City divisions.
