SUMMARY & BACKGROUND:
On June 17, 2025, this Council adopted Resolution No. 277-25 approving the establishment of the Revised Downtown Toledo Improvement District (the District), the Articles of Incorporation of Revised Downtown Toledo Improvement District Inc. and an Amended plan for enhanced public services in the District, all in accordance with a petition signed by the owners of at least 60% of the frontage of all real property located within the District.
The Petition requested that this Council levy special assessments against the benefited properties in the District to pay costs of the enhanced public services described in an initial plan.
Further this Council received the Board of Equalization Report, reducing the properties which were determined as not specially benefitted by the enhanced public services as provided in the Downtown Services Plan and Budget.
This Council has on this date adopted a Resolution approving the report of the amended Downtown Improvement District given received from the Board of Equalization which was appointed by Resolution No. 278-25 adopted June 17, 2025.
Summary
NOW, THEREFORE,
Be it ordained by the Council of the City of Toledo:
SECTION 1. That Toledo hereby determines to proceed with the provision of the enhanced public services described in the Petition approved by Resolution No. 277-25 and the recommendation as reported by the Board of Equalization excluding the properties described in the attached document (Exhibit A), each of which is on file in the office of the Clerk of Council.
