Authorizing the Mayor to enter into an agreement with Toledo/Lucas County CareNet to support healthcare access, insurance navigation, and community health worker services for uninsured and underinsured residents; authorizing the expenditure of an amount not to exceed $10,100 from the General Fund; and declaring an emergency.
Body
SUMMARY & BACKGROUND:
Toledo/Lucas County CareNet, founded in 2002 to assist uninsured residents, coordinates a countywide charity-care network and provides essential healthcare navigation services, connecting low-income families to medical care, social supports, and Medicaid/Marketplace coverage. As insurance gaps, Medicaid disenrollment, and persistent health disparities continue to affect Toledo residents, CareNet plays a critical role in providing healthcare navigation, social-determinant support, and preventive care connections that help reduce avoidable emergency department utilization. Serving approximately 6,000–8,000 residents annually and more than 100,000 since its founding, CareNet supports the City's goals for youth, family, and workforce success, neighborhood stability, and economic mobility.
