Title

SUMMARY & BACKGROUND:
The City sought competitive proposals from March 14, 2025 through April 8, 2025 to enter into a new contract for employee assistance services. Three (3) proposals were submitted by Harbor dba Lighthouse (based in Toledo), ESI Employee Assistance Program (Brooklyn, Ohio), and CuraLinc (Chicago). Lighthouse is the City's current EAP provider and has been since 2018. Lighthouse was the only local provider to submit a proposal. In addition, employee surveys have shown a very high degree of satisfaction with their services. Accordingly, after review and discussion, it is recommended that Lighthouse's proposal of $35.00 per employee, per year, be accepted for a three (3) year contract, with a one (1) year optional renewal, beginning September 1, 2025. Total annual expenditure will not exceed $105,000.
Summary
NOW THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into an agreement for employee assistance services for the City of Toledo and Toledo Municipal Court employees for a period of three years, with an option to renew for a period of one year. Such agreement shall contain terms and conditions deemed proper and requisite according to the Mayor and the Director of Law and the Director of Human Resources.
SECTION 2. That, subject appropriation the annual expenditure in an amount not to exceed $105,000 is authorized from the General Fund Account Code 1001-17100-1156001STDSTD for the purpose of providing employee assistance services.
