SUMMARY & BACKGROUND:
The Benore Sanitary Pump Station serves the area in the vicinity of the intersection of Enterprise Blvd and Alexis Rd. in North Toledo. On July 29, 2023, problems in the power grid shut the pumping station down which in turn caused the water level in the sewer to rise. As the water level in the sewer rose a failed coupling in the dry side of the pumping station caused it to flood. Water Reclamation staff attempted to restore the pumping station but were not successful. IPS was contacted to come in and take over the recovery effort.

Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

SECTION 1. That the appropriation of $90,000 from the unappropriated balance of the Sewer Replacement Fund to Account Code 6073-36000-4UC5823STDSTD for emergency repairs to the Benore Sanitary Pump Station is authorized; and the expenditure of the same is authorized.

SECTION 2. That the mayor is authorized to award an emergency contract to and pay IPS for emergency repairs to the Benore Sanitary Pump Station, upon terms and conditions approved by the Director of Public Utilities and the Director of Law.

SECTION 3. That Council finds and determines that, pursuant to TMC Chapter 187.20, it was in the best interest of the City to waive formal competitive bidding for the reason that it was an emergency that could not have been reasonably foreseen and would have resulted in an interruption or detriment to utility services and the repair cost has been deemed reasonab...
