SUMMARY & BACKGROUND:
Failure of a landfill gas (LFG) inlet valve on the flare skid at the Hoffman Road Landfill caused a shutdown of the flare, compromising the operation of a critical environmental control. Federal regulations and the landfill's air pollution control permit have strict compliance requirements regarding the management of landfill gas. A total system shutdown presents significant environmental compliance and operational risks associated with the interruption of active landfill gas management. This required immediate action to restore system operation. APTIM has the specialized knowledge and expertise as the original equipment manufacturer and installer to repair and expedite restoring operation of the landfill gas system.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a contract with APTIM (dba LFG Specialties) for emergency repair services on the landfill gas flare at the Hoffman Road Landfill, upon terms and conditions approved by the Director of Public Service and the Director of Law.
SECTION 2. That the expenditure of an amount not to exceed $15,000 from the Solid Waste Trust is authorized from Account Code 2090-24500-6T23201STDSTD for emergency repair services to the landfill gas flare at the Hoffman Road Landfill.
