Recognizing Congresswoman Marcy Kaptur.

Summary
WHEREAS, Representative Marcy Kaptur was elected to the U.S. House of Representatives in 1982 and is now the longest serving Congresswoman in U.S. History; she surpassed Edith Nourse Rogers, in years of service in March; and

WHEREAS, Marcy has had many positive accomplishments in her tenure that honor the citizens of Congressional District 9 as well as the country as a whole, including her dedication to the creation of a WWII memorial to honor the "most unselfish generation"; and

WHEREAS, Marcy has been an advocate for political reform calling on the Democratic Party to be less dependent on fundraising and to be more connected with the middle class; and

WHEREAS, Marcy is the ranking member on the Energy and Water Appropriations Subcommittee, which is fitting given that the Ninth District hugs the Lake Erie coastline from Cleveland to Toledo, and she is the first Democratic woman ever to serve on the powerful Defense Subcommittee; and

WHEREAS, Marcy is widely credited with bringing back federal dollars to partner with local communities on crucial transportation and infrastructure projects, including the I-280 Veterans' Glass City Skyway, the largest bridge project in Ohio's history; the Toledo's Farmers' Market; the Ottawa National Wildlife Refuge Visitors Center; cranes and other heavy equipment for the Port of Toledo; a state-of-the-art solar power array at the 180th Fighter Wing; the Center for Innovative Food Technology, and a solar energy research project at the University of Toledo; and

WHEREAS, Marcy has worked tirelessly for her constituents and the country to promote peace and stability throughout the world as well as being a champion for pension and retirement security, and fighting for a fair playing field so working people have a chance to achieve the American dream; NOW THEREFORE,
