Amending the Toledo Municipal Code by enacting a new Chapter 181, Board of Honor; and declaring an emergency.

SUMMARY & BACKGROUND:

Providing an honorary street name to a distinguished citizen is an extremely high honor. Many requests come to Council regularly to recognize a family member or a person who committed endless hours to the city of Toledo. A board of honor is hereby established for the purpose of honoring citizens through a memorial program in the City of Toledo. The purpose is so public activities, buildings city owned facilities and events may be named for citizens who have distinguished themselves through their service to the City. This allows for a fair and equitable review process for all requests.

 

The board, after diligent review of the established guidelines, shall make a recommendation to the Toledo City Council for official designation by Resolution, or Ordinance. 

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

SECTION 1. That a new Toledo Municipal Code Chapter 181 is enacted to read as follows:

 

Chapter 181  Board of Honor

 

181.01. Board created.

There is hereby created the Board of Honor which shall consist of 7 members who shall serve without compensation.

 

181.02. Membership.

The membership of this Board shall be subject to the confirmation by a majority vote of Council and such appointments shall be made as follows:

1 citizen shall serve for a term of two years.

1 District Council member where the honor will occur

1 member of the Department of Parks and Youth Services 

1 member of the Department of Transportation

1 member of the Division of Facilities and Fleet Operations

1 member of the Law Department

1 member of the Arts Commission

Vacancies in unexpired terms shall be filled in the same manner as the original appointments.

 

181.03. Duties of the Board.

The Board of Honor is formed to perform the following duties:

A Board of Honor is hereby established for the purpose of honoring citizens through a memorial program in the City of Toledo. The purpose is so parks, portions of parks, city owned buildings and streets may be named for citizens who have distinguished themselves through their service to the City.

In respect to the renaming of the streets, or a segment thereof, in honor or memory of a person deceased shall be referred to the Board of Honor for review.   The Board, after diligent review of the established guidelines, shall make a recommendation to the Toledo City Council for official designation by Resolution, or Ordinance.  The recommendation shall be approval, approval with modifications or denial. 

 

181.04. Organization and meetings.

The Board shall elect its own Chairperson and such other officers as it deems necessary.  It shall prescribe its own rules of procedure and shall keep a record of its transactions and report quarterly to the Mayor and Council. The Clerk of Council shall serve as an ex-officio member of the Board.

 

181.05. Donations, gifts and membership fees.

The Board of Honor is hereby authorized to accept donations, gifts and application fees and to raise funds for the express purpose of defraying the costs incurred in its operation and duties. Any donations, gifts and application fees so received are to be deposited with the Commissioner of Taxation and Treasury in a Board of Honor Fund. Disbursements shall be made from such trust by the Director of Finance upon presentation of proper vouchers from the Board of Honor and approved by the City Council.

 

SECTION 2.  That this Ordinance hereby is declared to be an emergency measure and shall be in force and effect from and after its passage.  The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that the Ordinance must be immediately effective in order to provide for the orderly regulation and a fair and equitable review process for honorees in the City of Toledo.

 

Vote on emergency clause:  yeas 12, nays 0.
