SUMMARY & BACKGROUND:
The Toledo Police Department currently uses the IAPro software to recognize, reward, and retain officers demonstrating high work standards, and identify officers exhibiting problematic behavior and identify areas in need of improvement. This Ordinance authorizes the Mayor to amend the existing agreement for an additional 3 years for the continuation of the software services through Versaterm Public Safety US, Inc. not to exceed $120,000 over the three-year period.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized amend and extend the agreement with Versaterm Public Safety US, Inc. for a three-year term for early identification and intervention software upon terms and conditions acceptable to the Director of Police and the Director of Law.
SECTION 2. That the expenditure of an amount not to exceed $120,000 is authorized from the General Fund Account Code 1001-52000-3381002STDSTD for Versaterm Public Safety US, Inc. early identification and intervention software over the term of the agreement.
SECTION 3. That this Council finds and determines it is in the best interest of the City to waive the competitive bidding requirements of TMC Chapter 187 for the reason that Versaterm Public Safety US, Inc. is the current vendor for the early identification and intervention software and continuing with Versaterm Public Safety US, Inc. maintains system compatibility.
SECTION 4. That the Finance Director is authorized to draw a warrant or warrants against the above referenced Account Code in payment of the obligation authorized in Section 2 in an amount not to exceed $120,000 upon presentation of proper voucher or vouchers.
SECTION 5. This Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that it is necessary for the immediate preservation of the public peace, health, safety, and property, and for the further reason that this Ordinance must be immediately effective for continued uninterrupted public safety services.
