Title
Authorizing the expenditure of an amount not to exceed $850,000 from the Capital Improvement Fund for the purchase of Fire and Rescue Department vehicles and emergency equipment; authorizing the Mayor to accept bids and award contracts necessary to complete said purchases; and declaring an emergency.

SUMMARY & BACKGROUND:
The Toledo Fire and Rescue Department requests to purchase Department vehicles and equipment. Accordingly, vehicle replacements will include ambulances and operational units that are either damaged beyond repair from emergency response accidents, are high mileage, or are aged and recommended for replacement pursuant to NFPA 1901 Annex D, which advises relegating engines older than 15 years to reserve status. Equipment replacements include items relating to said vehicles, i.e., emergency lights, radios, medical equipment, items that have exceeded their useful life, or items that will enhance operational efficiency.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the expenditure of $250,000 is authorized from the Capital Improvement Fund Account Code 5040-53000-8CP2509FIREQP and the expenditure of $600,000 is authorized from the Capital Improvement Fund Account Code 5040-53000-8CP2508FIRVEH for the purchase of Fire Department vehicles and emergency equipment.
SECTION 2. That the Mayor is authorized to prepare plans and specifications, accept bids, and enter into contracts to purchase Fire Department vehicles and emergency equipment. Such contract awards may result from competitive bidding practices, cooperative purchasing agreements, or collaborative procurement programs authorized by Ord. 265-08 under such terms and conditions as acceptable to the Director of Fire, Director of Law, and the Mayor.
SECTION 3. That the Director of Finance is authorized to draw warrant or warrants against the above Account Code in an amount not to exceed $850,000 in payment of the obligations authorized above upon presentation of the proper voucher or vouchers.
SECTION 4. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that the same is necessary for the immediate preservation of the public peace, health, safety and property, and for further reason that the Ordinance must be immediately effective in order to allow the timely replacement of an aging fleet and end of life equipment.
