Title

Authorizing the Mayor to enter into contract with M.E. Simpson Co. for HydroV valve release and assessment services; authorizing the expenditure of an amount not to exceed $13,500 from the Water Operating Fund for HydroV valve release and assessment services; authorizing waiving the competitive bidding provisions of the TMC Chapter 187; and declaring an emergency.

Body

SUMMARY & BACKGROUND:

HydroV is used to aggressively exercise and break free aged, large diameter valves within the water system. HydroV claims to have a 90% success rate, releasing aged valves that cannot be operated by standard equipment currently owned by Water Distribution. If found successful, this can provide cost savings of $250,000 for large diameter valve replacement.

Summary

NOW THEREFORE Be it ordained by the Council of the City of Toledo:

SECTION 1. That the Mayor is authorized to enter into a contract with M.E. Simpson Co. for valve release and assessment services, upon such terms and conditions acceptable to the Director of Law and the Director of Public Utilities.

SECTION 2. That the expenditure of $13,500 is authorized from the Water Operating Fund Account Code 6060-34000-4000514STDSTD for valve release and assessment services.

SECTION 3.                     That this Council finds and determines it is in the best interest of the City to waive the competitive provisions of the TMC Chapter 187 for the reason that M.E. Simpson Co. is the exclusive provider, authorized distributor, and service provider of the HydroV valve release technology in the area.

SECTION 4.  That the Finance Director is authorized to issue their warrant or warrants against the Account Code identified in Section 2 in an amount not to exceed $13,500 in payment of the obligations upon presentation of the proper voucher or vouchers.

SECTION 5.                     That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that expenditure is needed for valve release and assessment services.
