SUMMARY & BACKGROUND:
The Bay View Water Reclamation Plant employs a grit removal system which consists of six grit removal tanks in the Preliminary Treatment area. This system is powered by 480 Volt electrical wiring and low voltage controls enclosed within a below ground electrical trenway that runs from the Bay View Pump Station to the Grit Building. The electrical trenway was installed in 2014 under the Grit Removal System Renovations Project and has already been compromised by salt and water seeping into the trenway from the nearby streets and damaging the electrical wiring and controls. The Division of Water Reclamation will be advertising for formal proposals to remove the existing wiring and replacing it with new wiring that will be enclosed in new PVC conduits within the electrical trenway. Additional spare PVC conduits will be included for future expansion. This project will include professional, engineering, permitting, construction, testing and commissioning. This project upon execution, will ensure the operational integrity of the grit removal system and will allow the Water Reclamation Plant to maintain compliance with its National Pollutant Discharge Elimination System (NPDES) discharge permit as required by Ohio EPA, and to provide the necessary redundancy for the grit removal tanks and related equipment in the preliminary Treatment area of the Plant.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the appropriation of $400,000 is authorized from the unappropriated balance of the Sewer Replacement Fund to Account Code 6073-36000-4UC2325STDSTD for the completion of the Grit Removal System Electrical Trenway Replacement Project at the Water Reclamation Plant; and the expenditure of the same is authorized.
SECTION 2. That the Mayor is authorized to accept bids and award contracts for electrical wiring and controls replacement and for professional, engineering, permitting, construction, testing and commissioning services necessary for the completion of the Grit Removal System Electrical Trenway Replacement Project at the Water Reclamation Plant, upon terms and conditions approved by the Director of Public Utilities and the Director of Law.
SECTION 3. That the Finance Director is authorized to issue their warrant or warrants against the Account Code listed in Section 1 in the amount not to exceed $400,000 in payment of the above authorized obligations upon presentation of the proper voucher or vouchers.
SECTION 4. That the disappropriation of any remaining budget to fund balance is authorized at project closeout.
SECTION 5. That this Ordinance is declared to be an emergency measure and shall take effect and be in force from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to complete the Grit Removal System Electrical Trenway Replacement Project at the Water Reclamation Plant.
