SUMMARY & BACKGROUND:
The City seeks to enter a contract with executive search consultants, Ralph Andersen& Associates, for the identification, evaluation, and screening of applicants for the positions of Chief of Police This position is vital to the operation of the City and therefore candidates need to be identified and hired as expeditiously as possible. The agreement will be for a term not to exceed one year. Ralph Andersen & Associates is best-suited to achieve the City’s objective of filling this critical job within the administration.
Summary
NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into a professional services agreement with Ralph Andersen & Associates for the identification, evaluation, and screening of applicants for the position of Chief of Police for a term not to exceed one year and upon other terms and conditions deemed proper and requisite according to the Mayor, Director of Law, and the Director of Human Resources.
SECTION 2. That the sum of $50,000.00 is authorized for expenditure from the General Fund, Account Code 1001-17100-1156001STDSTD, for payment for professional services of Ralph Andersen & Associates.
SECTION 3. That the Director of Finance is authorized to draw his warrant or warrants against the above account code in payment of obligations as authorized upon presentation of the proper voucher or vouchers.
SECTION 4. That Council finds it in the best interest of the City to waive the competitive proposal requirements of TMC 187 for the reason that the above-referenced position need to be filled in an expeditious manner and Ralph Andersen & Associates, is best situated to help the City meet its objectives of filling these positions.
SECTION 5. That it is found and determined that all formal actions of Council concerning and relating to the passage of this Ordinance were adopted in an open meeting of Council and that all deliberations of Council and any of its committees that result in each formal action were in meetings open to the public in compliance with all legal requirements, including Section 121.22 of the Ohio Revised Code.
SECTION 6. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that same is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that the Ordinance must be immediately effective in order to maintain services beneficial and necessary to the City and its employees.
