SUMMARY & BACKGROUND:

The City of Toledo Parks & Recreation Division is organizing a new International Holiday Market to coincide with the annual tree lighting to be held in Promenade Park in November. The Market will be installed at Levis Square Park, and consists of 15 vendor “huts” highlighting art and holiday gifts from cultures represented throughout the community and region.  This Ordinance authorizes a waiver of competitive bidding to facilitate our partnership with The Inspired Lumber Project, a local non-profit organized as an outreach to military veterans.  The veterans will create 15 kits that will then be constructed on-site in partnership with students engaged in local high school carpentry and construction programs. The school relationships are being cultivated through the Division of Educational Engagement and Workforce Development.  

 

Summary

NOW, THEREFORE, Be it ordained by the Council of the City of Toledo:

 

                     SECTION 1. That the Mayor is authorized to enter into a contract with The Inspired Lumber Project for the creation of 15 vendor “huts” upon terms and conditions acceptable to the Director of Law and the Director of Parks and Youth Services.

 

                     SECTION 2. That the expenditure of an amount not to exceed $37,500 is authorized from the Zorah Bowman Fund Account Code 2090-60500-7T72902STDSTD for services related to the creation of 15 vendor huts.

 

                     SECTION 3. That the Director of Finance is authorized to issue warrant or warrants against the account codes above in amounts not to exceed those authorized above in payment of the obligations incurred pursuant to the above-authorized contracts upon presentation of proper voucher or vouchers.  

 

                     SECTION 4.  That this Council finds and determines it is in the best interest of the City to waive the competitive provisions of TMC Chapter 187 for the reason that The Inspired Lumber Project provides a completely unique complement of construction expertise and volunteer skilled veterans to oversee both creation and assembly of the huts.

 

                     SECTION 5.  That this Ordinance be an emergency measure and shall take and be in force and effect after its passage. The reason for the emergency lies in the fact that the Ordinance is necessary for the immediate preservation of the public peace, health, safety and property and for the further reason that this Ordinance must be immediately effective in order to ensure that the preparations for the holiday tree lighting activities will proceed without interruption.
