SUMMARY & BACKGROUND:
The National Main Street Center, Inc. has awarded a grant to the City of Toledo through the General Motors (GM) on Main Street Grant Program. An amount of $60,000 has been awarded to implement transformative and innovative road safety initiatives along North Summit Street, between Cherry and Olive Streets. Matching funds are not required for this grant and work will be done by crews from the Division of Traffic Management and the Division of Road and Bridge Maintenance. This project is required to be implemented before December 31, 2026.
Passage of this ordinance is required to enable the City of Toledo to accept outside funding for materials and labor and have it in place to help pay for these expenditures.
Summary
NOW THEREFORE Be it ordained by the Council of the City of Toledo:
SECTION 1. That the Mayor is authorized to enter into and execute cooperative agreements with and accept financial assistance from National Main Street Center, Inc. for a traffic calming project on North Summit between Cherry and Olive upon such terms and conditions as shall be approved by the Director of Public Utilities and the Director of Law.
SECTION 2. That the Mayor is authorized to accept and deposit grant proceeds from National Main Street Center, Inc into the Capital Improvement Fund Account Code 540G-22500-8G8650STDSTD for a traffic calming project on North Summit between Cherry and Olive.
SECTION 3. That an amount not to exceed $60,000 is appropriated from the grant proceeds of the Capital Improvement Fund into the Account Code 540G-22500-8G8650STDSTD; and authorizing expenditure of same for a traffic calming project on North Summit between Cherry and Olive.
SECTION 4. That the Mayor is authorized to accept bids and award contracts for the above-mentioned project upon such terms and conditions as acceptable to the Director of Public Utilities and the Director of Law.
SECTION 5. That the Finance Director is authorized to issue their warrant or warrants against the Account Code identified in Section 3 in payment of the obligations incurred pursuant to the contracts authorized in Section 4 in an amount not to exceed $60,000 upon presentation of the proper voucher or vouchers.
SECTION 6. That this Ordinance is declared to be an emergency measure and shall be in force and effect from and after its passage. The reason for the emergency lies in the fact that this Ordinance is necessary for the immediate preservation of the public peace, health, safety and property, and for the further reason that this Ordinance must be immediately effective in order to facilitate the planning and construction of this project.
